The appellants, Clarence and Ralph Goeglein, own land for which a permit has been granted by the Colorado Ground Water Commission, authorizing the irrigation of 160 acres of appellants land and granting an appropriation of up to 400 acre feet of water annually from the Northern High Plains Designated Ground Water Basin for this purpose.
